A fire at a Strawberry Mansion row home burned out shortly before 5 a.m. Friday, killing one woman and injuring four people—including three children—while fire crews took 15 minutes to control the blaze and began investigating the cause.

The head of IBEW Local 614 said PECO did not fix aging equipment, which led to a fire on May 5 in Upper Chichester and another on June 11 in Southwest Philly that sent several people to the hospital.
